Marriage and Civil Partnership Ceremonies in Gloucestershire

From Monday 28th September the number of people permitted to attend a marriage or civil partnership ceremony has been reduced to 15. This maximum number must include the couple, witnesses and guests.  This number no longer includes anyone working and therefore no longer includes our Registration Staff. The venue and the room must be suitably risk assessed as COVID secure and the number of people in the room must comply with social distancing rules.

We are currently unable to take any new bookings for Ceremonies to take place during the remainder of 2020. This is due to the need to accommodate bookings that have been unable to go ahead due to the Government restrictions

Face coverings guidance (Effective from 31st August 2020)

Anybody attending a registration office for an appointment must wear a face covering unless they are exempt from doing so under Government guidelines.   

NHS Test & Trace

NHS Test and Trace is a key part of the country’s ongoing COVID-19 response. As of the 24th September all visitors to Gloucestershire County Council premises will be asked to voluntarily supply their details to NHS Test and Trace by the way of scanning a QR code on site. You will need to use the NHS Covid 19 App to allow you to do this. If you use an iphone, please download the App via the App store, if you use an Android phone please use Google play. It would be advisable to download prior to your visit to us.

If you are unable to download the App, your details will be requested on the day of the appointment by our staff.

Civil Partnerships

The Civil Partnerships (Opposite-sex Couples) Regulations 2019, which extend eligibility for forming civil partnerships to opposite-sex couples, will come into force on 2 December 2019.

Gloucestershire Registration Authority is now able to take bookings for notices of civil partnership for any couple eligible to form a civil partnership to give notice from 2 December 2019, which will allow the first civil partnerships under the standard procedure to be formed from 31 December 2019.


There are two options for forming a Civil Partnership in Gloucestershire:

A statutory registration consists of signing a civil partnership schedule and comprises the couple, two witnesses and the civil partnership registrar.  (No other guests, dependents or minors, however young, are able to attend this registration.) The registration will take place in a designated room at a registration office in Cheltenham or Gloucester and does not include any ceremony.

An enhanced ceremony will take place in one of our own ceremony rooms or at any of the licensed venues throughout the county.  It enables you to make promises to each other and to exchange rings.  The ceremony can include up to two non-religious readings and non-religious music.  You may invite as many guests as the room is licensed to hold but this number must include the couple and the civil partnership registrar.

Booking your Civil Partnership

You will need to book Gloucestershire Registration Service to conduct your civil partnership, whether this is a registration office or an approved venue. The majority of ceremonies tend to be in the Spring and Summer and popular dates and times are booked up very quickly.
